London, Paris, Berlin, Copenhagen, and Oslo are the five European cities ranking among the top 10 most dynamic and livable urban areas globally, as per the IESE Cities in Motion (CIMI) index. index .

The 2025 CIMI rankings evaluated 183 cities spanning 92 nations using nine primary indicators: human capital, social cohesion, economic factors, government administration, environmental standards, mobility and transport systems, urban design, global presence, and technological advancement.

For the third consecutive year, London maintains its top spot regionally and globally in the rankings, excelling particularly in aspects like human capital, governance, urban planning, and international prominence.

London's prominence stems from its globally recognized educational institutions along with an abundance of cultural venues, stable governance structures, efficient public transportation networks, and a robust dedication to eco-friendly commuting options such as shared bikes and electric scooters.

Nevertheless, it encounters difficulties related to social unity and ecological issues.

Glasgow and Edinburgh surpass London in their dedication to cultural and social inclusiveness.

In the meantime, Paris holds onto the second spot in Western Europe and takes the third position globally, excelling particularly in terms of international impact, robust human resources, and efficient city planning.

Nevertheless, regions like environmental sustainability and social cohesion present chances for enhancement.

Berlin maintains its spots from the earlier version: third in Western Europe and fifth internationally.

Berlin, as Germany's capital, is known for its administration and technological advancements, yet it still has considerable potential for growth in terms of economic efficiency.

Major European cities regularly excel in this ranking.

Pascual Berrone, who leads the strategic management department at IESE Business School, along with Joan Enric Ricart, a professor of strategic management at the same institution, stated that 'there isn’t just one explanation for Europe’s achievements; however, certain trends can be observed.'

Their political environments are typically stable, accompanied by sensible urban planning and well-developed public and private transportation choices.
